Optimal redistributive taxation in a multi-externality model

چکیده
This paper extends the previous literature on optimal redistributive taxation in the presence of externalities to a multi-externality setting. While taxes on income and on 'clean' commodities are still una ected by the externalities, which con rms previous results, I nd that the existence of more than one externality-generating commodity has important implications for the optimal Pigouvian tax rates. In general the Pigouvian parts of taxation depend also on the externalities induced by the consumption of the other commodities, implying that the interdependence of the externality-generating commodities is relevant for tax policy.

Market Power and Optimal Income Taxation
When product markets are monopolistic, an income redistributive policy affects social welfare not only through changes in disposable income but also through changes in product prices. In the optimal income tax formula, we then obtain a Pigouvian term correcting for this price externality. We provide sufficient conditions when the Pigouvian term is progressive among top earners. Moreover, if the...
متن کاملTax Treatment of Bequests when Donor Benefits are Discounted
Recent literature on bequest taxation has made a case for subsidizing bequests on efficiency grounds, with the rate of subsidy declining with the size of the bequest to equalize opportunities among inheritors. These results rely heavily on the fact that bequests benefit both the donor and the recipient, creating an externality that is not taken into account by donors. The double-counting of the...
متن کاملThe Welfare Effects of Switching from Consumption Taxation to Inflation Taxation in Iran’s Economy
The net effects of switching from consumption taxation to inflation taxation on resource allocation and welfare crucially depend on production externalities. With elastic labor supply, raising inflation taxation decreases leisure, but increases the levels of real consumption, capital, and output. Moreover, this tax switch has two opposing effects on the level of real money balances: A positive ...
متن کاملMixed Taxation, Public Goods and Transboundary Externalities: A Model with Large Jurisdictions∗
This paper concerns income taxation, commodity taxation, production taxation and public good provision in a multi-jurisdiction framework with transboundary environmental damage. We assume that each jurisdiction is large in the sense that its government is able to influence the world-market producer price of the externality-generating commodity. The decision-problem facing the government in each...
متن کاملEndogenous Credit Constraints, Human Capital Investment and Optimal Tax Policy
This paper employs a two-period life-cycle model to derive the optimal tax policy when educational investments are subject to credit constraints. Credit constraints arise from the limited commitment of debitors to repay loans and are endogenously determined by private banks under the non-default condition that individuals cannot be better off by defaulting. We show that the optimal redistributi...
